Risk Specialist Southern Ute Indian Tribe Starting Pay Range $64,155 – 81,797/year (DOE) with benefits

POSITION SUMMARY: Under the supervision of the Risk and Emergency Manager; initiates, monitors, and tracks workers’ compensation claims, and follows-up with carrier when required or requested. Initiates claims with property and casualty insurance carrier(s) and assists employees and departments in the processing of claims.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Oversees workers’ compensation insurance for all Tribal employees including accident investigation, reporting, claims management, loss control, modified duty assignments, job classification coding and premium audits and administration.

2. Monitors all work-related injuries and illnesses and maintains an internal database, trending causal effects and addressing through correction of risk problems, training or in-services focusing on awareness and prevention.

3. Maintains the internal property and equipment database for the insurance schedule, moving items between entities and departments as changes are made and adding, changing, or deleting property in a timely and accurate manner with the insurance company (ies). Meets with directors and other supervisory personnel on a regular basis to assure that all insurable property and equipment is on the insurance schedule.

4. Conducts cost benefit analysis on the property and equipment and its replacement value to determine if items should be added or deleted from the insurance schedule. Conducts risk analysis on asset, activity, or program, making recommendations to either transfer or assume the risk.

5. Investigates accidents that involve damage to property, assuring that reports are submitted to the appropriate agency, entities, departments, or individuals. Coordinates insurance claims, acting as liaison between insurance carrier and adjuster, Risk Management Office and the affected entity or department. Maintains incident reports and forwards to insurance broker, investigating when appropriate.

6. Reads, interprets, and communicates property and liability policies to the appropriate persons, entities, and departments, advising when coverage affects specific departments.

7. Conducts analysis of annual renewal and aids in assigning premiums to correct entities and departments. 8. Processes invoices and statements, allocating costs to each entity or department.

9. Develops procedures pertaining to Risk Management and, upon approval of Risk-Emergency Manager, communicates procedures to the affected entities and departments.

10. Coordinates receipt and accuracy of Certificates of Insurance, assuring that coverage is current, and each certificate carries adequate coverage for its intended purpose.

11. Oversees the driver record files for employees. Obtains drivers license information for employees who are required to drive as a condition of employment, assuring compliance with the Tribe’s driver insurability requirements. Communicates to the supervisor of individuals who are not eligible to drive Tribal vehicles or who may not drive as part of their job duties.

12. Participates in all safety inspections including those conducted by the property & casualty insurance carrier, Bureau of Indian Affairs, Indian Health Service, and workers’ compensation carrier, assuring that all affected departments and facilities comply. Manages fire suppression equipment placement and inspections.

13. Prepares reports, and makes presentations on safety statistics, trends, and related costs. Develops recommendations and cost analysis for current and future development.

14. Assists the Risk & Emergency Manager with all emergency planning processes, emergency response training, and incident response and management.

15. Attends meetings and trainings as requested or required. 16. Performs other related duties as assigned.

QUALIFICATIONS: Must have an AA/AS in Business, Safety Management, or closely related field, and 1 year of relevant work experience OR 3 years of experience in administering workers' compensation benefits for medium to large size companies. Must have experience in computer software programs including Microsoft Word and Excel. Must have general knowledge of budgets and accounting procedures. Must have a valid Driver’s License for state of residency and be insurable under the Tribal vehicle insurance policy. Must pass a thorough criminal history background check, including fingerprint check and pre-employment drug test.

PREFERRED QUALIFICATIONS: Experience in safety training. Experience in Emergency Management planning, response, training. B.A. in Business, Safety Management, or closely related field.

LANGUAGE ABILITIES: Ability to communicate clearly and accurately, orally and in written format to staff and outside associates. Ability to prepare statistical and other reports and documents, and present facts and information. Ability to compose technical correspondence.

REASONING ABILITY: Ability to maintain strict confidentiality always, including the ability to recognize situations in which confidentiality is required. Ability to define problems, collect data, apply analytical skills, establish facts, and draw valid conclusions. Ability to work independently, taking responsibility for claims management and risk analysis. Ability to establish and maintain effective working relationships with Tribal Officials, Tribal staff and managers, co-workers, Tribal departments and entities, outside individuals, agencies, organizations, and groups. Ability to understand and implement internal controls.

PHYSICAL REQUIREMENTS: Lifting a minimum of 20 pounds may be required. Position involves standing, walking, bending, stooping, and long periods of sitting. Adequate hearing is required to hear/talk with an individual, and to use a telephone on a consistent basis. Work may require use of a computer with exposure to video display terminals, the need to work in front of a computer terminal for extended periods of time and some repetitive motion associated with data entry and the use of a computer mouse.

WORKING ENVIRONMENT: Work is performed in a variety of environments including office settings, outdoors in areas unprotected from weather, and in constricted spaces, with some exposure to environmental stress. The noise level in the work environment is quiet to moderate. Frequent communication with applicants and Tribal employees daily, including telephone as well as face-to-face interaction.
