JOB SUMMARY: The Substance Use Prevention Coordinator collaborates with other substance use professionals to develop and implement substance use prevention programs targeted at priority population communities in La Plata County. Devoted to providing paraprofessional client and administrative support. Maintains program data; create reports; assist managers with program development, planning, compliance, and evaluation; develop and deliver education presentations; track budget, expenditures and grants; assist with grant writing; and administer and update substance use prevention materials and tools.

ESSENTIAL JOB FUNCTIONS: Essential functions may include any of the following tasks, knowledge, skills and other characteristics. Performs community-wide outreach and program promotion in support of contracts; Facilitates and coordinates task forces and/or coalitions to engage and organize community members' involvement in local public health initiatives. Collaborates with partners and stakeholders to provide timely education and communication regarding program initiatives. Provides workshops and technical assistance to community stakeholders to build capacity to engage in initiatives through increasing understanding of community organizing, sustainability and equity concepts. Works directly with community members seeking harm reduction services. Provides outreach and education to priority populations and community partners about the opioid risk reduction program and its benefits. Provides HIV and Hepatitis C testing and other clinic related services to opioid risk reduction participants. Utilizes quantitative and qualitative data collection tools and methodologies for program analysis and evaluation. Monitors program data and risk indicators to assess conditions. Performs other duties as assigned. Regular and predictable attendance is required.

MINIMUM QUALIFICATIONS REQUIRED: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities for this position would be:

Education and Experience: Associate’s degree and two years of healthcare, public health or related experience. Bachelor’s degree is preferred. OR An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of: Techniques and methods for organizing, prioritizing and monitoring work. Public health prevention and various methodologies for substance use prevention Quality assurance standards and methods. Basic project management principles. Modern office technology. Health Insurance Portability and Accountability Act

Skill in: Coordinating deadlines, prioritizing work demands and assigning/monitoring work performed. Providing attention to detail in assignments. Interpreting and applying applicable laws, codes, regulations and standards (based on assignment). Using tact, discretion, initiative and independent judgment within established guidelines. Communicating effectively both orally and in writing Understanding survey research best practices. Understanding qualitative data collection and analysis. Using data visualization platforms preferred. Being detail oriented, excellent organizational skills, a commitment to a high level of accuracy.

Ability to: Handle multi-faceted tasks, changing priorities, ambiguity, and complexity. Work both cooperatively within a team and independently. Research, analyze, and evaluate programs, policies, and procedures. Apply methods of research, program analysis, and report preparation. Environment: Work is primarily conducted indoors with occasional time spent in an outside environment. Incumbent experiences routine exposures and hazards of a typical office environment. Incumbent is occasionally required to work after normal work hours to attend governmental meetings. Requires sufficient hearing and speech ability to communicate verbally in response to inquiries, complaints, and to speak to groups of people or the media in an informational or training situation. Requires ability to lift and carry objects occasionally up to 25 pounds. Requires manual dexterity to operate computer and office equipment. Requires the ability to sit and perform administrative and computer work for significant periods of time.
