Management Services Consultant - Animas-La Plata Water Conservancy District
The Animas-La Plata Water Conservancy District is seeking a contract position for a Management Services Consultant to coordinate and oversee the District’s day-to-day operations. The District was formed in 1981 under the Water Conservancy Act in Colorado, to acquire and appropriate water of the Animas and La Plata rivers for domestic, irrigation, and other beneficial uses. The District is governed by a 15-member Board of Directors. The board meets quarterly, with additional budget meetings or special meetings as needed. It is anticipated that the position of Management Services Consultant duties will be approximately 200 to 400 hours per year with duties and hours varying by week and/or month depending on demands and meeting schedules.
Duties:
The contract Consultant duties will include, but may not be limited to: management and oversight of the District operations under the supervision of the 15-member Board; coordination with the administrative, consulting, and legal staff; preparation of board packet materials, agendas, and meeting notices; representation at other water meetings such as the Basin Roundtable, Animas La Plata Project Operations Committee, Colorado Water Congress, Water Information Program, and meetings with State water officials.
The General Manager will also be responsible for initial preparation and review of the annual budget for discussion and approval by the Board; review and approval of invoices for monthly payments; accounting of water purchases and sales of the District’s statutory allocation of the Animas-La Plata Project; policy and by-law compliance and updates, and review of grant applications for the use of District funds. The Animas-La Plata Water Conservancy District has an office space in Durango, Colorado which will be open for scheduled meetings with the general public or water users or providers.
Desired qualifications and experience: Four-year college degree in water policy, engineering, law, agriculture, business management, or environmental sciences; work experience or background in the management of a water district, taxing district, water or natural resources program, or water provider. A combination of work experience and education can be substituted and will be evaluated on a case-bycase basis.
Contract and Compensation: Compensation and timing of payments to be negotiated with successful candidate based on level of experience and education, with contract terms and conditions to be reviewed on an annual basis.
